PROXY6 is run by Russian company PROXY SIX LLC and claims over 1.1 million users. It sells IPv6, dedicated IPv4, shared IPv4 (up to 3 users) and Telegram-only MTProto proxies, all working over HTTPS and SOCKS5, issued automatically after payment from a single IP, with an API for buying and renewing.

IPv6 costs $0.258 per IP for a month and dedicated IPv4 $1.5, with volume tiers below that. Keep in mind that IPv6 only works on IPv6-enabled sites, and the FAQ states PayPal and Steam are blocked on its network and port 25 is closed.
